The doctor fits the whole ‘time casts a spell on you’ because he’s a time lord, he owns a space ship that travels though time, his species are literally the lords of time.
‘I know I could have loved you but you would not let me’ fits rose because while they are clearly inlove with each other, he refuses to admit it in some way. Like how in doomsday, when rose says she loves him, he responds with ‘quite right to’ and ‘rose Tyler I..’. He doesn’t admit it openly till a while later. But it’s so clear he loves her and she loves him, but he’s scared of loosing her, he knows he will outlive her and he’s scared of that. He can’t loose her, she’s so important to him it would destroy him. AND IT DOES!! With Martha, he’s clearly not over her and it shows.

She’s mentioned all the time. She’s been haunting the plot since doomsday and hasn’t stopped. They are made for each other and yet they can’t be together. While she gets the metacrisis doctor, he can’t have her in any way. They make me ill!!!
